The Blind Voter's Guide to Voting The Help America Vote Act (HAVA) was signed into law on October 29, 2002, to address the problems during the 2000 presidential election. One of the goals of HAVA is to provide all American voters, including those who are blind or low vision, with the opportunity to vote both privately and independently.
